When elderly property owner Lisa Barela reached out, she had no idea the large white cellular equipment container in this image had been installed on her building without her knowledge or consent. That discovery was eye-opening. Michael Flores is the founder and CEO of Spectrum Cellular Management, leading with a clear mission: to protect and empower property owners in the complex world of telecommunications. With over a decade of experience on both the carrier and landlord sides of the industry, Michael recognized how property owners often lack adequate support during lease negotiations, infrastructure upgrades, and in understanding 5G compliance. This insight inspired him to establish a company dedicated exclusively to landlord advocacy.
Under his leadership, Spectrum CM has evolved from a single rooftop project into a nationally trusted partner for commercial developers, municipalities, and religious institutions. Michael continues to drive the company’s mission: deliver trusted expertise, provide transparent service, and help property owners realize the full value of their cellular lease agreements while ensuring they receive the necessary support to navigate this complex industry.

Chief Technical Officer
Rob Verdugo is the CTO of Spectrum Cellular Management and a licensed California contractor, with over 15 years of experience in telecommunications and nationwide 5G deployment. Rob has overseen the deployment of thousands of sites for companies including Crown Castle, Ericsson, and Velotera Services, managing cellular installations across the country.
At Spectrum CM, Robert leads the technical side of our lease and compliance work. Directing rooftop and equipment audits, verifying power and antenna configurations against lease terms, and documenting where carrier changes affect safety, access, or compensation, Rob's field experience and top-down approach makes it possible for property owners and municipalities to see, in clear terms, what's on their sites, what's changing, and how they should be compensated.

Radiofrequency Engineer
Kyle Kitchens brings more than three decades of microwave and path engineering expertise to Spectrum Cellular Management. Kyle founded Kyle Wayne and Associates, Ltd., an engineering firm specializing in microwave and path design, known for its technical precision and service, and is recognized as one of the nation’s leading experts in 5G safety, RF design, and 5G compliance.
Kyle's background includes serving in the U.S. Navy, where he studied Engineering and Physics through the Navy’s Nuclear Power Program, until further education at the Canada College's of Business and General Studies. Kyle’s combination of technical expertise and business acumen makes him a vital asset to Spectrum CM, ensuring clients receive top-tier assistance in navigating complex wireless challenges.
