Licensed RF engineers and contractors providing unbiased technical analysis for municipalities and property owners. We work exclusively for cities and landlords, never for wireless carriers.
SCM Advisors was founded after witnessing how property owners and municipalities were repeatedly disadvantaged in wireless infrastructure decisions. When an elderly property owner in Southern California discovered a large cellular equipment installation on her building without her knowledge or consent, it revealed a broader pattern. Carriers held the technical expertise while property owners and cities lacked the independent engineering analysis needed to understand what was happening on their own properties.
It became clear this wasn't an isolated case. Across the country, municipalities struggled to review complex permit applications under tight FCC deadlines, while property owners faced one-sided lease negotiations without access to independent technical expertise. That's why we built SCM Advisors to provide the engineering knowledge and regulatory guidance that levels the playing field, exclusively serving municipalities and property owners rather than the carriers themselves.

Michael Flores founded SCM Advisors to provide independent wireless infrastructure expertise for municipalities and property owners. With over a decade of experience in telecommunications, working on both the carrier side and property owner side, Michael recognized how technical complexity put cities and landlords at a disadvantage during negotiations, infrastructure upgrades, and compliance reviews. Under his leadership, SCM has evolved from a single rooftop project into a nationally trusted partner for commercial developers, municipalities, and religious institutions, delivering transparent service and helping clients realize the full value of their cellular lease agreements while ensuring they receive the necessary support to navigate this complex industry.

Robert Verdugo is the CTO of SCM Advisors and a licensed California contractor with over 15 years of experience in telecommunications and nationwide 5G deployment. Rob has overseen the deployment of thousands of sites for companies including Crown Castle, Ericsson, and Velocitel Services, managing cellular installations across the country. At SCM, Robert leads the technical side of lease and compliance work, directing rooftop and equipment audits, verifying power and antenna configurations against lease terms, and documenting where carrier changes affect safety, access, or compensation. Rob's field experience and top down approach makes it possible for property owners and municipalities to see, in clear terms, what's on their sites, what's changing, and how they should be compensated.
