Michael Flores is the founder and CEO of Spectrum Cellular Management, where he leads with a clear mission: to protect and empower property owners in the complex world of cellular infrastructure. With over a decade of experience on both the carrier and landlord side of the telecom industry, Michael saw firsthand how often property owners were left underrepresented and undercompensated during lease negotiations, infrastructure upgrades, and compliance reviews. That insight led him to flip the script, founding a company solely dedicated to landlord advocacy.
Since then, Spectrum has grown from a single rooftop project into a nationally trusted partner for commercial developers, municipalities, and religious institutions. Michael’s leadership continues to drive the company’s mission: deliver trusted expertise, provide transparent service, and ensure property owners realize the full value of their cellular lease agreements.

Robert Verdugo brings over 15 years of wireless telecommunications expertise to Spectrum Cellular Management, making him a key asset to our team. His in-depth knowledge of cell site deployment allows him to guide clients through complex projects with clarity and confidence. Rob has overseen the deployment of thousands of sites for major companies such as Crown Castle, Ericsson, and Velotera Services, with responsibilities including budgeting, forecasting, LTE carrier rollouts, and microwave radio installations across multiple states.

Before joining SCM, he founded Kyle Wayne and Associates, Ltd., an engineering firm specializing in microwave and path engineering, known for its exceptional service. Kyle is one of the leading experts in the U.S. in 5G safety, RF Design, and RF compliance.
Kyle's background includes serving in the US Navy, where he studied Engineering and Physics through the Navy's Nuclear Power Program, and further education at Canada College in Business and General Education. His experienced blend of technical and business skills makes him a vital asset to Spectrum Cellular Management, ensuring clients receive top-tier support in navigating complex technical challenges.
